Meaning
Allahummakfini means "O Allah, suffice me", bi-halalika 'an haramik means "with what You made lawful, away from what You made unlawful", and aghnini bi-fadlika 'amman siwak means "enrich me by Your bounty so I need no one but You". A slave who had agreed to buy his freedom but could not pay the instalments came to Ali ibn Abi Talib for help. Ali taught him these words, saying the Prophet had taught them to him, and that even with a debt as large as a mountain, Allah would pay it off for him. Al-Tirmidhi recorded it.
When to say it: Said by someone struggling with debt or money worries, and as a dua for honest, sufficient income.
Also spelled Allahummakfini bihalalika an haramika, Allahumma ikfini bi halalika, Dua for debt, Dua for paying off debt, Dua for debt relief.

Common questions
What is the best dua for debt?
This one, from the hadith of Ali, and the dua for anxiety, in which the Prophet asked for refuge from "the burden of debt". Both are short enough to say every day.
Is dua enough to clear a debt?
Dua goes with action. Islam takes debt seriously, so Muslims are encouraged to repay as soon as they can and to avoid borrowing without need, and the Quran asks lenders to give more time to someone in difficulty.
