Meaning
Allahumma inni as'aluka means "O Allah, I ask You", min fadlika wa rahmatika means "of Your bounty and Your mercy", and fa innahu la yamlikuha illa ant means "for no one owns them except You". Abdullah ibn Mas'ud reported that a guest came to the Prophet, and he sent to each of his wives for food but none of them had any, so he made this dua. Soon after, a roasted sheep was sent to him as a gift, and he said it was from the bounty of Allah and that they were still waiting for His mercy. Al-Tabarani recorded it, and al-Albani graded it sahih, though al-Bayhaqi judged that it does not reach back to the Prophet. Rizq means everything Allah provides, not only money.
When to say it: Said when asking Allah for provision, whether money, food, work or any other good, especially at a time of need.
Also spelled Allahumma inni asaluka min fadlika wa rahmatika, Dua for rizq, Dua for rizk, Dua for sustenance, Dua for provision.

Common questions
Is this a dua for unlimited rizq?
No dua comes with a promise of unlimited wealth. This one asks Allah for His bounty and mercy and admits that only He owns them. Posts that call it a dua for unlimited rizq are adding to what the hadith says.
What does rizq mean?
Rizq is everything Allah provides: money and food, but also health, knowledge, family and faith. Muslims believe each person's rizq is already written, and that dua and honest work are part of how it reaches them.
